after a complication with a cliff, my bike has been left with scratches (about 1mm deep).

is it possible to machine these scratches out and re-powder coat my casing?

Bog them and then re-powdercoat/paint what ever
Don't machine then out

Or get a welder to fill them and sand the weld flush

PS - photos would help with an informed answer

The trouble is, you put it down (or is it sideways ) on a rough grade cliff. What you want to do, is find a nice bit of super smooth road/wall, or perhaps a concrete car park, and put it down in exactly the same way for a much more even surface finish :D

Or see what the powder coater you plan on using recommends as a bog, metal putty type stuff might be better.

It depends what the powdercoater prefers.

If you bog it with a good 'reinforced' bog and spray bomb it you'd be ok. Don't worrk about doing it properly until sale time.

Whats a new cover worth? By the time it is welded and painted ......

Check ebay for a replacement - you may find a mint one for little $.

Many moons back we used to take Yammy XS650's and machine/buff out the Yamaha logos from the engine covers - mind you back then they were really thick alloy.

Beadblast then fill with a high temp filler, sand then baked enamel.

I've just been doing this to a restoration job, 15min from Burnham, have an open pack of Devcon.....PM me if you want to use some Devcon....

In your shoes OP I'd simply sand the case smooth and paint it with a good heat proof paint.
