If one of my piston rings has gone would my bike moped trR50 still start

I have a Suzuki street magic that been off the the since 2001 I purchased this bike with keys as the owner stop riding it how ever It didn't start when purchased had no fuel today I drain all the oil that was inside also the carb was full of old oil and fuel smelt terrible carb cleaner it
Also new spark plug now the problem I have it sound a little dry when I kick it over
I gave compression coming out of tail pipe also a good spark check which ngk cap off and earth out finger in ...
