Unless you are actually keen on a motorcycle, your original idea of a scooter is pretty good. I have a TGB101, its done just on 48,000 km now. I can fit my helmet and gloves under the seat. It takes a full load of shopping and groceries, and it has auxillary front footpags, so you can fold them out, and use the flat are in front of the seat for other stuff. It will actually carry 2x 15 packs of Steinlager there for what its worth.
Just buy a good brand. Stick clear of Chinese rubbish. I can vouch for TGB, mine has been just great, but any of the Jap brands have good reputations as do the Taiwanese Makes.
Euros are great too, but your finances may not stretch that far.
