Given the camera angle; I wonder if he's talking while still having his helmet on. Which won't help his case.
If he has insurance, then he should take the rego of the other party; get a police report which you can get by going to the police station after the fact and let the insurance sort it out.
If he doesn't have insurance, then it's going to be a bit harder and take longer time.
Either way I don't see the point of being all angry and whinging in front of a police station.

It's remarkable how proactive and quick to act the police are when it is something they can garner revenue (ie Fines) from compared to how sluggishly slow they appear to act when it isn't.

I find it dumb he was saying that he hadn't been told what to do re: his complaint. He had been, he just didn't like the answer (go to the IPCA).
He should have asked more pointed questions about why they refused to give him investigating officer's details though. What grounds etc.
