Indulge me, lets assume budget is not an issue. Is there a bike available you would buy and do nothing to? Not even a pipe?
If one exists then apart from budget what is stopping you getting one? If nothing, then it can be inferred that budget is a major decision factor.
So, the below par Bandit is only below par because less money was spent on building it, so less is charged selling it, so one can only expect "less" from it.
Or is that oversimplification?
