Running lights?

Are running lights a legal requirement when making a dirt bike road legal or is just the headlight okay?

Just the headlight does it for every other bike on the road, can't imagine road legalising a dirt bike would be any different. It has to be turned on while on the road but that's a rider issue not a bike issue.

The RK has day riding lights, they cause heaps of confusion at the testing station because they think they are fog lights.
