Had this idea put up on another site as a way of cutting costs in NZ if you were the dictator:

Increase revenue by introducing a 'licence to breed'. Only available to those who can demonstrate financial stability and who can pay a $50, 000 fee upfront.

I can see some wisdom in it but how to police the concept. I'm sure there's a few suggestions at KB on how to make the idea work :jerry:

There should be some sort of IQ hurdle as well as a financial one. Perhaps a spelling and grammar test?

If you don't have to pass one to gain employment here, the chances of getting anyone to pass one to breed are pretty slim.

Very very badly. For the most part it amounted to simply denying any second children existed. It did reduce the population growth, but not as much as planned, and not as much as advertised. Mostly what happened is second children simply weren’t recognised, no state support. Instant serfdom for a large part of the population.

Complete cock-up and getting worse as time goes by. Overburdened child having to support two ageing parents, out of kilter male/female ratio as female foetuses were often aborted, and now the industrialisation boom is tempting those precious single children away to the cities.

I'm still hurting from the Bush administration. Give me time man. If it's anything to ya, despite my blatant generalisations, I do actually judge everyone I come across on an individual basis. I'd even give a Republican a chance before I judged them... I mean, I do have some intellectually challenged friends already.
