does degreaser just cleans off metal and make it shiny?

Yeah but if the gunge is a tad thick you may need a nylon brush to help.
And never spray near any bearing, (wheel, steering head etc).

There are lots of solutions. Go into any bike shop. They will all have some kind of degreaser for sale.

I use this stuff on more sensitive parts of the bike http://www.finishlineusa.com/products/citrus-cleaner.htm
Won't harm the rubbers on your tyre etc. I dont use the spray, I use the concentrate and dilute it in a bucket of hot water and add some elbow grease.
