Can anyone help me ID this bike?

The bike in this pic may help us place the pic time and place. I think my Dad in in the photo but I"m not sure, its possibly a 1940's pic but I'm not sure. Its a NZ pic definitely. Either Auckland or Raetihi. The number plate is 16.635. I do have a bigger and better pic but can't post it here.

Little enough to see of the bike, but what there is suggests something of a workhorse. James?

don't be fooled by its size, remember bikes of this era were rigid rear end so look smaller than the later ones with shocks

From the size of the carrier, it looks to be a bike built for working, rather than 'pleasure'. The bike is likely late 30s/early 40s, and British.
