View Full Version : South Island police quotas!

Well I'm back from my winter hols...........

Spent time down in Wanaka Skiing with some friends that flew out from England so included a tiki tour of the South Island to show what a fantastic country we live in.
Why the post????

Because we did a little under 4k all up and got stopped 5 fukin times by the police!!!!!!!!!!!!

First time, Waved at by cop driving in the traveling in the opposite direction prior to a section of road works who promptly spun round and pulled me over. Stating I was speeding through the road works!!!!!!! WTF!! I wasnt in the road works when he did is speed check (he was coming out of them and I was about a hundred mtrs from entering them) so pointed this out to him, his response was, he doubted I would have slowed down enough! I said i did slow down enough and he should be working on facts not maybe's. No ticket.

Second time, Pulled for doing 63k in a 50k zone. I was not!!!!!!!
The long drag out of Oamaru, up hill. I always set my cruise control on long 50k stints. I was not speeding!!! I asked to see his log book for calibration checks (pissed him off a bit) but he showed me but wasnt going to change his mind. Pissed of, went to the cafe just up the road, they said two cops had been targeting up and down that streach of road for the last couple of hours and I was the THIRD person in the cafe in the last half hour having been nicked for doing 63kmh!!!!!!!!!!! Quotas anyone! $80 fine!

Third time, Deisel milage check, all good.

Forth time, Again speeding, in a 60k zone (temporary) this time. Middle of nowhere dead straight road few cones not a sole in sight working, except mr plod (hiding) behind some parked up diggers!!! fair cop, 68 in a 60 = $80 fine.

Fifth time, breath test at 3pm in the afternoon!!! Lights in the mirror pulled over, checked rego, deisel milage and wof and name dob etc. All good.

Is this normal for the SI?
I've travelled 10s of 1000's of K's here and not been stopped but 5 times in two weeks in less than 4000k's!!!

What kit said.

My experience (both touring from the 'other' island and being based down here for 20 months) is that there are a lot less revenue gatherers than the NI. You must be driving a diesel or something.:shifty:

Quite normal in parts of the South, yet rare in other parts. That is why I own two radar detectors, two GPS units capable of recording and I usually carry a camera as well.

That sucks Graham mate, only been there once (so far) did about 5,000k, never stopped once, in fact I think I only saw one Mountie on the whole trip. Does sound like they're trying to log a few credits.

What gives with the road works speed limits ? I've got no problem at all sticking to 30 where people are working, I've done plenty of jobs on the side of the road and it's entirely justified IMO but no one seems to do the speed limit at all, I've been tail gated by frustrated drivers and even overtaken through the cones, Is there some unwritten rule that you only have to obey the limits if there is actually work going on or are by the people working :scratch:?

I think you were just on the road at a bad time kid, glad you enjoyed the skiing though, Pix please. :wait:

I reckon those who carry on about ticket quotas being a fact, bring it upon themselves. Unless your doing shyte that you shouldnt be, then the NZ Police would just asquickly look at ya, go on by and then go on with what they was doing. The ones that are cause for concern will allways be the ones that they have to look at for longer, until they have a reason to pull them over. Ive "apparently" now got a vehicle thats classed as a boy ricer type vehicle and warrents a bit more attention now. On the drive to Palmy North from New Plymouth and back I must have had about 20 intances where I was being watched by big brother. Sure at times I was going slightly over the limit, I think the fastest I was going would have been 120 on the whole trip, passing a truckie with trailer, that was doing about 110. Not bad considering the truck and trailer should be doing 90 to let ever other bugger get by and in a timely manner. The really funny parts of the trip was when I came flying up behind a truck that was going past the Polce weigh bridge just by the airforce base. He had slowed down that quickly that the Police would have seen, if watching, all the traffic slow down quickly behind it. Then there was the blue falcooooon I was driving behind, that I had allready noticed it was undercover and Donna had disconnected the radar detector. Some twat in a truck which must have been on purpose, as he would have know it was there.It pulled out from a farm as we came up behind the truck and there was not enough room on the side of the road for him to get onto the verge. The falcoon nailed it, so I followed and we zapped past the truck doing the said 120ish. As I pulled in behind the falcooon I noticed the green camera van and Im guessing the coooooon did too, lol. They slowed down and everytime I came up behind the falcon again (I would slow down and give them a couple of hundred meter gap and get going again. Everytime I came back up behind them, (usually in a corner that I had gone around much faster than the AA road sign said) they would regularly tap their brake lights. In fact it was that uniform that it must have been a setting on the car. So this went on for about 50ish km and sure enough, they eventually turned off. Not once on my trip did I get stopped, even though I could have been at any given time. Quota system, yeah right! Sounds like a tui advert and the last time I looked at the NZ Police, they was busy doing their job and probably didnt even notice me. :2guns::spanking::Pokey::girlfight::angry2:

It goes way beyond the puppets we call the 'police' when it comes to road safety (if that is the correct term) and way beyond their fines. I actually feel sorry for the police; they are (as previously mentioned) puppets in the grand 'revenue collection" plan.

Mmmm, so in the case of my second encounter with the establishment, a so called 63 in a 50k (total bollocks I profess) said cop hadn't reached his quota for the day /week/month or whatever so 'targeted a streach of road (dead straight, no hazards, excellent visability, very wide etc) and starts pinging people who aren't speeding! nicking at least 4 for the exact same speed!!!

Sorry cant feel sorry for them. Just think what might have been achieved if he had 'targeted' the side streets or commercial sector he might have just observed some real crime..........dont mind me, still feeling bitter about it all.

Curious at what the other tickets issued were at that day...

All for 63 = Problem.... :shutup:

But, if they were 72, 63, 98, 67, 63, 112, 65, 63.... yep, there were three for 63.... :whistle: But I could be wrong....

This doesn't prove anything.. it might have been CIB going for a coffee at his aunties house..?!

There's no denying that the focus of the local police is skewed.. normal policing is poorly managed and road management ( lol at this term.. i should say road policing) is all about revenue gathering.

That's a rather mono view of the situation IL4. A mate of mine is the biggest nana you can imagine, has 3 Duke's, one is an SR4 with all the bells n whistles that is 140BHP+. Get's along quick if it wants to but he rides around at the speed limit on the main roads & barely gets any pace up on the back roads. We all laughed when he got pinged recently as he is the most unlikely chap to ever get a speeding ticket. He sped up to pass a car & got pinged in the middle of it, was a safe place & was barely touching 120km/h.

I understand what you are saying & agree with it up to a point but before the last labour gubbermint got in police were able to use descretion. That seems to be all but eroded now.

Read in the DomPost recently that the reason the Waiararapa police coun't respond adequately to suspected child abuse cases was that they were "chronically under resourced". Yet there seem to be plenty of resources available for road policing.
Only a cynic would say thats because there is more revenue to be made in road policing, whereas investigating child abuse is a cost all the way, no money to be made there.

Yeah I heard and read about the emails, with the media doing their spin on the subject, no doubt trying to make it sensational to sell to the public and sell papers, magazines, airtime, whatever. Ive been around and noticed how the media works well enough to know that usually what they say is one part truth and two parts bollocks. Sure the coppas want to make sure that they recieve their working budget for the same amount next year and to keep some in power, that involves handing out tickets. But Ive misbehaved enough on the roads of NZ to know that there is alot that happens that does not end up with the issuing of a ticket. If they allways did that I would have started behaving along time ago. :devil2:

Association president Greg O'Connor also said the reality was that quotas existed.
"Every police officer knows that police have quotas and wryly smile whenever they see senior police stand up and say they don't.
"They are dressed up many other ways but the reality is that there is an expectation of members that are out there, that they will write so many tickets to certain categories."

Minor traffic infringements are tax, even the coppers admit it.

Oh and from the same entry:

Ticket targets set for each traffic officer per year:
* 560 speeding.
* 130 alcohol.
* 110 restraints.
* 220 dangerous/careless.
* 400 high-risk driving.

So even though Ive had almost a lifetime of misbehaving on the roads and pretty much giving Mr Plod a reason to ticket me, why has (s)he not? Im guessing that there is enough dumbarses, doing enough dumbarse things on the road. So that when I come along doing something I shouldn't be, Mr(s)/Miss/Ms Plod's quota is full/caught/issued, that they just cruise on by? :clap:

Association president Greg O'Connor also said the reality was that quotas existed.
"Every police officer knows that police have quotas and wryly smile whenever they see senior police stand up and say they don't.
"They are dressed up many other ways but the reality is that there is an expectation of members that are out there, that they will write so many tickets to certain categories."

Minor traffic infringements are tax, even the coppers admit it.

A tax? Really? Missed that bit. Could you highlight it for me please....

Oh and from the same entry:

Ticket targets set for each traffic officer per year:
* 560 speeding.
* 130 alcohol.
* 110 restraints.
* 220 dangerous/careless.
* 400 high-risk driving.

You're wrong.

1420 tickets for the year?

Only one in the Naki got that.... and he is considered a machine... The Naki must be lucky then.

A pity all the cops could’nt get together and take a 2 week holiday all at once.
in other words telling the government we are here to save lives, not shout you and your familys free trips overseas.....

True. :clap:

But that would be protest action... and the Police is the only job where one can not legally protest.

After all, THEY obvoiusly don't feel sorry for you, do they?<_<

A question for yourself Scum, from the multiple 63k hits.

Thats a question I'd like answering.
I saw '63' clearly on the scanner on the dash but no time/date. I dont belive it would take rocket science to have it included. Might make reaching their quotas harder though!

Not paying the fine until the last minute...........lying smug faced bastard.

They should run a system that take a digital photo of target thats speeding with the time, date and speed. But thats far to honest for them.

The ones putting in place legislation for and/or ordering such a camera would be the ones using them, would they??

Sheesh!

I can highlight that for you , ask the question where does the money go and how much money is generated

lets say those quota figures are true , ( even if they are not the money is quite large )

400x ( average fine ..$80 ?) =32 000 per year per copper JUST for dangerous driving

I remember reading last year about the speed cameras in Sydney and how much one of them generated ,,, it was a huge amount

The money is either going to come from the government as a yearly budget , ( from our tax ) OR User PAYS

and as NZ is/has moved to a user pays .......

a few seconds on google ( its not just NZ )

They show that drivers are now paying £200 a minute to the public purse, prompting the Tories to accuse the Government of treating them as " cash cows."

In 1997, when Labour came to power, there were 712,753 speeding tickets issued as a result of motorists being caught by camera and police patrols.

By 2006, according to figures released by the Home Office in a Commons written reply, this had soared to 1,773,412.

With the cost of a Fixed Penalty Notice having risen from £40 to £60 in 2000, this has meant that the cash raised increased from £28.5 million to £106.4 million.

David Ruffley, the shadow police reform minister said: "Coupled with an increase in the basic speeding fine, this means speeding tickets are now raising over £100 million a year for the Government.

Quite normal in parts of the South, yet rare in other parts. That is why I own two radar detectors, two GPS units capable of recording and I usually carry a camera as well.

Maybe you should see a doctor about this! :eek5:

I see what you are hinting at...

Curious at what the other tickets issued were at that day...

All for 63 = Problem.... :shutup:

But, if they were 72, 63, 98, 67, 63, 112, 65, 63.... yep, there were three for 63.... :whistle: But I could be wrong....

Fair enough Patrick but the same argument can be applied for comments and posts on this subject.

If it was only one or two disenchanted threads or posts, one could brush it off but there are so many these days! :yes:

But I could be wrong! :shutup:

Why the fuck would you feel sorry for them?

Because they have to clean up the streets after some dork runs into a power poll showing off to his mates and cut his poor 15 year old girlfriend out of the vehicle.

Because they get abused by drunk drivers.

Because they get attacked by P crazed A-holes, and when they pop one at them they have to endure a media frenzy trying to blame them for everything that ever happened to sweet little 'Johnny'.

Because they have to wear really badly fitting shirts and what can only be described as 'slacks' - I mean really get the buggers a decent outfit that inspires respect and power.

Lets not even mention quotas ......

some cops are good and do their job with the intention of making communities safer (which is why they exist), but some are absolute pricks who were bullied as kids and find this is their chance to get back at people, while being covered under the law. much respect to investigators who put rapists killers and theives behind bars, no respect to the cop trying to cover his pay

................All by choice!

True but unfortunate. I can still remember being young and being respectful and a little scared of the plod. I also remember getting a physical kick up the bum by one when I was about 11-12 for being a cheeky bugger :yes:

Kids these days would probably pull a knife and have a go at them then complain to the media.

All of it goes to the Govt.... to pay for all the fluffy bunnies and cute kittens....

Imagine if there was a commission based ticketing regime.....:gob:

Or flybuys....

Could be... could be....

Could also be an old house wives tale... I know a friend of a friend whose neighbour told the lady across the road who told her nana who told the shopkeepers dog that blah blah blah...

But I could be wrong....

Just doesn't happen in my world, is all I am saying.
