From the Road code (http://www.ltsa.govt.nz/roadcode/about-driving/passing.html)


"You can pass at a no-passing line if:
you stay on your side of the solid yellow line, and
you can see 100 metres of clear road in front of you for the whole time while you are passing, and
the lane is wide enough for two vehicles.

Fair enough but wait

"Passing or attempting to pass where no-passing lines are marked on the road

demerit points 35"

two bikes can pass.
as long as you do not pass over the center line you are ok,
youi can pass a tractor, or other farm vehicle under this rule too.

Typically badly worded. Should mention yellows must be crossed.
I note, also, that 'Failing to keep as far left as practicable' is an offence with 20 demerits...we should all ride a tyre-width to the right of the road edge?

Yes but, if you look in the fines and demerit point department demerit points ae gained if you pass where yellow (no passsing) lines are present - no mention of crossing the lines.

One of these things will overrule the other in a court of law.

What counts is the law

The LAW (Road User Rule 2004) says (my highlighting)



The driver must not pass or attempt to pass a motor vehicle or an animal-drawn vehicle moving in the same direction within the length of roadway on which the no-passing line is marked until the driver reaches the further end of the no-passing line, unless throughout the passing movement the driver keeps the vehicle wholly to the left of the no-passing line.


And the rule on demerits (Land Transport Offences and Penalties 1999)

Legal to pass so long as you don't cross the line (and etc etc )
