A seesaw cemented in place at a central city carpark has baffled Dunedin City Council and the lease holder of the parking space in question.

Holes were cut in the asphalt and the legs of the blue seesaw were fixed to the ground in the Crawford Street carpark.

The seesaw was removed from the carpark on Monday night -leaving the council to ponder its meaning.

It's possible it was a statement about an unpopular new parking regime in which pay and display meters have been installed at hundreds of formerly free parking spaces.

The scheme is being altered by the council after a number of complaints from city business people.

Other options are that the seesaw was a message intended for the leaseholder of the parking space or that it was simply a meaningless prank.
