Have a Gen3 '90 750, Have replaced the front 2x and went for standard both times.
If economy and touring is what you plan then sure go a tooth larger on the front.
If you do pillioning or sports style riding stay with OEM.

I had a '90 VFR750, and went one tooth down on the front - gives you better acceleration. Most of my riding was commuting, so it made sense.
Did the same with the VTR1000 (that was WAY overgeared, pulling only 2600rpm at 100km/h in 6th).
VFR800 also has one less tooth on the front. :niceone:

Unless most of your riding is open road, then reducing the gearing (-1 on the front, or +2 on the rear) is the best and cheapest performance mod you can do. You'll also find you can then pull maximum revs in top, so your bike doesn't actually go any slower, just uses marginally more fuel when cruising at 100km/h.

The only drawback is if your front sprocket is already small, as the smaller diameter means the chain wears out a bit quicker, having to turn through a tighter turn. Also, you can run into problems if the ratio of sprocket teeth to chain links is such that the same link contacts the same tooth each time - this can lead to more rapid chain wear.
