Best method to get photo negative onto disc?

I have all my wedding photo negatives and want to get them onto a format that i can play around with them in photoshop and also just if we want to send them on a disc to my family.
they ten year old but negatives never been taken out of their paper slip.

whats the best way to do this or do you have any other ideas or advice.
and what would the cost be if you have a rough idea.

+1. You need a negative scanner. My personal experience is that it takes a lot of time.

If you are just wanting a one off, consider going to a professional to get it done.

My dad mentioned something about this over christmas, I was quite drunk at the time however, and he was doing slides, not negatives. Anyways, for the slides he had them above a back lit white background and plonked his digital camera on top... click!

A photo shop - kodak - fuji - kiosk places - usually have a scanning service.

Hope i can get some good pics out of the negatives.
Might see if i can get some of dads slides from the 60s and 70s of his bikes and all that stuff onto disc too.

I looked at a shop scanning about 40 rolls of film for me and it was too expensive (near $2000 I think). I ended up buying a flatbed scanner with a negative attachment for $350...will be scanning some this week. A better quality one would have cost $550 but I couldn't justify the difference. PM me if you want to see how they turn out.

I think a dedicated negative scanner like sil3ntwar suggested may get better results but I figure had less use after the negatives were done. From the same TradeMe link this is similar to the one I got (slightly better as it can scan more negatives at once):
