250cc's are awsome, even my cbr125 is a great bike {with a couple of mods}.....
The mid 90's for 250's was a golden era.............a pity its gone to EX250'S....and hyosungs {not that hyosungs arnt good bikes}

I believe Orcon are actually hosting a large YouTube cache, and other ISP's tend to interconnect with them to get better speeds.
If there's something wrong with their cache it could be easily making it look like YouTube is broken....or if there was a problem with the interconnect links.

Orcon has a caching server but you need to be using the Orcon DNS servers to have access to it - most ISP's have caching servers now. Telecom seems to be having an issue with youtube over the last couple of days.

I've found through personal experience that most 250s are raped to shit, and in bad condition due to lack of maintenance. The ones that are in marginally better condition are criminally priced. They're simply wearing out - the last of the performance 250s rolled off the production line in 1994/1996 iirc.
Then there's the RS250, but I won't get into that as they cost more than a modern 1000.
Its better to learn how to ride on a SV650 that hasn't been raped to shit by a learner than a 4 cyl bike that'll be $2000 more with 30,000 extra km.
