I'm looking at changing the bars on my bike, however I am confused with the terms "Height" and "Rise" when dimensions are given. One must refer to the distance between the lowest and highest part of the bar (height?) but what is the other referring to?

Check out the Renthal handlebar website.
Height is the step up from the center to the top of the bend, rise is the extra height out to the end.
C= height, B= rise, and then there is sweep, center length and overall length.
You can print the diagram and use it to spec your own preference, then send it to The Handlebar Co in Nelson (google them) for a terrific job at a very reasonable cost.

I had two or three handle bars made by The Handlebar Co, and they were first class.
