Indonesia’s leading clerics – concerned about road safety – are considering issuing a religious edict (fatwa) against riding a motorbike without a crash helmet.

Helmet wear has been compulsory since 1988 in Indonesia, but a recent study has shown that up to 30% of riders in cities still do not wear one. The fatwa will not carry a penalty, but it is felt making road safety a ‘moral issue’ will have more success than the legal requirement.
