It's a copy of Universals' Hoverwing. You can buy plans for them and build it yourself.

Fooken dangerous is the words you're looking for. It's not wise to fly any machine over bumpy terrain at 1m altitude with the craft right in the stall, and thats the reason it was never commercial.
I looked at these extensively about 4 years ago, and while they might be a good gimmick, I doubt it would be possible to ever let your concentration lapse for even a second, even over smooth water.

Do you reckon one day amateurs will be able to add the kind of computer-aided control that lets pilots fly the modern (unstable on purpose) fighters?
Now that's the coolest thing on TM I've ever seen.
