Not often you will hear me saying nice things about the National govt... but: about farken time. Good on them.

There are two parts to the proposed changes.
The first - left turning vehicles will now have ROW over right turning vehicles - is merely a return to the rules of yore. This one makes good sense in that it is a return to the "right hand rule"
The second - involving turns at T junctions - actually makes a new exception to the right hand rule.
The Right Hand Rule basically states two things:
1. Give way to all traffic on your right.
2. Give way to all traffic when turning right.
The new T intersection rule would actually cancel part 1 above because although both cars are turning right, the guy who will have to give way, does so to a car on his LEFT. The guy with the right of way takes precedence over a car on his RIGHT. As I said, thereby cancelling part 1 of RHR.
HOWEVER, given that this is what already happens most of the time, I think this exception will work OK. It makes a kind of intuitive sense - to me anyway. Let's hope it makes sense to other drivers as well...
