Hi All, got this through the email this morning and figured I would let you all see it
Central district riders You Have Been Warned
Hi,
A new news release is available for you to view on the Police website:
Title: Covert tactics to help save lives
"All bets are off!" That's the message from Superintendent Russell
Gibson of Central Police District, Russell Gibson who is authorising
covert tactics to prevent further deaths and injuries on our roads.
"Just like other police districts we are sick and tired of attending
nonsensical preventable crashes," says District Commander Gibson.
So far this year 22 people have lost their lives on the roads of Central
District. Operation Centreline is about to kick off and will target all
traffic offending with an emphasis on overtaking, failing to keep left,
careless and dangerous driving and slow driving.
As well as standard road policing methods, tactics will include the use
of plain and marked vehicles and video recording. Often motorists will
not realise they are being videoed until they are stopped further along
the road.
"Is it hiding, yes it is, and I make no apology for that," says Supt
Gibson.
"We are being up front about our intentions, we are just not saying
where we will be and when. If I have to have officers hiding in trees to
stop the blatant disregard for the road rules that is claiming lives
almost daily, then that is what I will do.
"I have no doubt there will be cynics who will voice their displeasure
and accuse us of revenue collecting, but I suspect there will be an
equal, if not greater number of families of victims who will applaud the
initiative.
"At the end of the day if you drive safely and within the law you have
nothing to fear. If you choose to run the gauntlet, then don't say you
haven't been warned."
Media enquiries should be referred to Communications Manager Kim Perks
on 06
351 2546 or 027 234 8256.

It occurs to me that there is education at the top of the cliff and that prevents a lot of naughty behaviour. This other 'ambulance at the bottom' stuff is for those who ignore the education stuff. You can say "more education" will fix it but how many of the current miscreants who have already ignored the basic education (Rode Code ... safety messages ... common sense) are going to take any notice of further education? Pehaps all that is left to get these people's attention is the smack on the bottom approach?

Wise up fella, the top of the cliff has nothing to do with coppers at all and more to do with us as a nation and the pathetic attempts to have our say once every 3 years and what comes of it.People wank on about revenue collecting whilst accepting the judgements handed down to repeat drunk drivers/toe rags with $20.000 worth of driving related fines etc etc, talk about robbing the blind.

Hooray! Now I get to be even more paranoid. Imagine if I only had my riding and the conditions to focus my attention on. Sheer lunacy. Rolling infringement hazards make life so much better.
Really, I'd like to imagine that this will target a range of poor behaviour on the roads and improve things for everyone. Something more than just ticketing those dastardly evildoers passing a lone vehicle in the middle of an otherwise empty state highway at (horror) 120kph. Or the biker making a quick pass on a slow car in the gorge (double yellows, you murderers :o). Yes, the law is the law. At the moment, it also seems like a very big hammer for a problem that isn't a nail. Time will tell, I guess.

Yes it does. Coppers, respect for others et al, it's all about basic education well before school starts and in that education is common sense. You can't sit a kid at a desk and teach common sense it comes from the very lifestyle they lead and are tought at an early age, a very early age. That's the 'top of the cliff' I'm referring to. I for one don't accept the pathetic judgements handed down to recidivist drunk drivers, lock the fuckers up. However, drunk drivers might not be what they are if they were taught (at an early age) that it's socially unacceptable to be that. It's like recycling; teach the toddlers to do it and when they are older it's second nature. Teach them to put their belts on.....etc etc.

I guess it may depend on his definition of careless, dangerous etc (overtaking ? Since when was that illegal)

I agree to a certain extent, but those you mention who would not take any notice probably have not had the early (very early) 'directional adjustments'. It takes much patience and tenacity to bring up well-rounded, empathetic children. So many parents can't be arsed and ye shall reap what thou sows.

I believe the speed limits need to be updated.
There was a thing about it on tv, that those speed limits especially the cornering speeds were based on the technology and automobiles of back then. and by back then yea it means BACK then, not just 10 years ago.
even though in the last 10 years the auto industry has developed incredible. so those speed limits become obsolete.
For example......speed limit of 50 on a wide, open stretch of road. what the hell is that?
maybe for the wagons back then. but for a modern bike or car that is pretty much not even moving.
Maybe its not the people going faster being the problem, maybe its the speeds they refer to as "limits"

I believe the speed limits need to be updated.
Agree. Problem is, a person is smart, but people are stupid! (It'd absoluely blow the minds of some retards out there!)
I do find in the cage, that most corners are reasonably well paced, most of the time you can go faster. There's no law saying you must take the corner at that posted speed, as long as you stay at the limit it's fine.(I take it you were taking about the speed advisory signs on corners) They are actually set with a G'force meter, and is reasonable for old myrtle, or the big truck that does need to slow down. Remember not all new vehicles are 2010 Holden Commodores/whathaveyou. (bikes do'nt count, they'll always be able to go quicker around the corner)
Also the 50km speed limits in a lot of places could be raised. However you need to remeber that even though technology has improved, our reactions are still just as slow. ie. to avoid pedestrians etc

I am left wondering what is it the cops will be targeting if not speed - which they are very expert at?
So what is this all about?
I am left wondering what is it the cops will be targeting if not speed - which they are very expert at?
On the TV news they showed a cop with a video camera; what will that capture that will target poor driving? Can't be speed -too fast or too slow, could be crossing a center line, passing on a yellow? They are unlikely to capture on video a car driving on the other side of the road looking for a head on smash. snip...
They could start with red lights, stop signs, junctions, last minute lane changes, the drivers that sit in the right lane at the lights knowing they want to be in the left but hope they can cut up the cars on the inside and screw everyone else. etc etc etc

It is still pretty basic, but they are not speed limits, they are advisory speeds. You can't get done for doing 100 round a corner with a 55 sign. Unless you crash.

That's what I don't get. Only reason I can really see for a camera is to let people build up multiple offences before pulling them over.

Not directly, but you get my drift. If drivers/riders were educated enough to understand the dangers of failing to operate their machines in a fashion that suited the conditions (and that includes failing to indicate, running reds and so on)then the need for policing would probably be reduced comensurately. In many instances doing 120kph on the open road is quite safe, but failing to indicate at 25kph can be fatal.

12th May 2010, 09:05
So what is this all about?
I think its a cunning plan to make drivers/riders paranoid when being naughty, so they will be more restrained. In a way its like increasing the Popo force without spending a cent.
Personally, I think they are doing it all wrong, having a more visible police force is probably going to have more effect than being caught out after the fact.

It's not the polices' position to be "sick and tired" of any fucking thing. If they are truly "sick and tired" they should fuck off elsewhere and get a different job, or else they should shut the fuck up, suck their guts in, and bite the fucking bullet like the rest of us ordinary citizens have to do.
I would hazard a guess, that ordinary citizens are also "sick and tired" of the police' stupid fucking tactics and irresponsible and full /pedant mode policing that irritates people and causes them to hate the police.
Fuck them. I'm sick and fucking tired too - everyone is suck and fucking tired. Somewhere both our "sick and tired" is going to meet in the middle and go critical mass, and public scrutiny come hatred is going to turn on the NZP and then we will see who is sick and fucking tired.

Exactly. People being people, they (we) will play the odds against being caught being naughty...
Not so, when there is a marked car in sight. Just look at the crap pulled on roundabouts...then compare when there is an HP car posted there.

sounds good to me, cept the double yellow passing one, many places with double yellows a safe pass can be made if your vehicle aint a shitbox 1.3 mirage, including the 100m vis at the end of the pass, hopefully the cops will be given the freedom to exercise discretion in such cases, though I doubt it. And I spose since the offences are more subjective than pinging someone with a radar it is a very good idea to have cameras.

I saw an excellent example of why people get pissed off with the cops this morning . And why , if the chop-cop really is telling the truth , he will start getting some respect back.
Toddling down the Southern (Auckland) motorway. Three lanes. Light traffic. I'm over in the left lane, cos there's no-one in it. Scattered vehicles in the middle lane, doing round the limit. In the right hand lane, doing a consistent 75kph, a people mover. Up ahead, end of long straighty bit, I see a cop parked up (is OK, I'm being good). He watches the people mover crawl steadily down the right hand lane toward him, at his nice steady 75kph. And past him.
Now, that's a flagrant breach of Road User Rule 2004 S 2.1
A driver may drive in the right lane in the direction of travel when driving on a multi-lane road if—
(a) the driver is turning right, or making a U-turn from the centre of the road, and is giving the prescribed signal of that driver's intention to turn right; or
(b) the driver is passing; or
(c) the left lane is unavailable to the driver; or
(d) the driver is required by any provision of this rule to drive in the right lane; or
(e) a variable lane control downward-facing arrow sign indicates that the driver must drive in the right lane; or
(f) the driver is avoiding an obstruction; or
(g) the traffic in all other lanes is congested; or
(h) the traffic in every lane is congested.
None of the above applied, and it's a behaviour that is both inconsiderate and adds to road risk (because other drivers have to change lanes to move round the slow vehicle).
So, I watched in my mirror. The cop was doing nothing much. Would the lights light up, and he stop the people mover for a wee chat ? Didn't even need a ticket, maybe, just a warning. But, nothing. Cop totally ignored it.
People get pissed of when the police adopt a draconian, no discretion attitide to minor speeding, and ignore other more serious transgressions . I've sat at a red light, watched a car behind me go straight through the red (red, not amber). And watched the cop in the car at the head of the cross street lane ignore it. Not a good look.
If the Central cops really start taking notice of non-speeding bad driving, that will be a very good thing (note, to avoid red herrings, that I'm not necessarily arguing that they should ignore speeding. Just that other things matter too) .

The Superintendant comes across as trying a form of Clayton's policing - the policing you're having when you're not having policing. So there's a video camera somewhere in CD? That leaves a lotta CD with no camera.
For the few in the wrong place at the wrong time it'll just be one more form of road tax.
There is an intersection near where I work and only a few hundred yards from the Police Station where the laws are broken more often than they are observed but this attracts no interest at all. A fair bit of broken glass and a lot of near misses but.....

Please get in touch with Newton and have him update the law of physics. The kinetic energy exterted currently increases disproportionately with speed. If you can get Newton to agree that doing 120 exerts no more kinetic energy than doing 100, I'll agree with you about increasing speed limits.
Cars and roads have gotten far better, but the law's of physics haven't.
So there.
Ixion
12th May 2010, 15:18
Kinetic energy probably isn't a good argument, since if it were air travel would be impossibly dangerous. A beter argument might be that , although roads , cars etc have improved, human reaction times and processing capability haven't. We may have Ferrari cars, but they're still being drivien with Model T reflexes. There's a reason why planes can safely fly at 600kph, but they don't allow them to fly with just a few inches between them.

Thing is though, by putting a 50k speed limit on a straight wide stretch of road, they are not making the road any safer. they are just criminalising innocent people,
because no one will do 50. perfect example of that is a newly built road behind my house. no one does 50, everyone (myself included) does about 70-80km/h. because that feels like a good speed.

I suppose this means they will be filming the stock trucks dropping shit all over the roads too, that would be a change!
Maybe they might even film the state of the roads where the cows cross the roads in lieu of underpasses too!
They will probably up-skill to night filming while catching overloaded cars and utes with their lights so far out of adjustment dazzling every other bastard on the road front and back too!
They are going to be so busy, just doing what they are supposed to be doing now! FFS!

Bollocks Covert tactics save lives - The best deterrent is to be seen not hiding in a wheelie bin zapping speeders. Do not get me wrong I do not condon speeding but FFS be upfront and be seen with your approach. No speed camera has ever prevented a crash or saved a life.
Top Gear had an article that in the UK areas with Speed Cameras had a higher crash rate than those with none.

I think it's pretty damn sad that the police are resorting to this type of policing....best we all become perfect citizens and never do anything wrong then their convertness will not bother us...........Like anyone is anywhere near perfect
That's what thet're aiming for, total compliance. Boring robots in boring wee cars (coz bikes will kill people yadda yadda yadda) and god forbid you upgrade the suspension or the brakes, that'd give you the forbidden upper hand. It just goes on. (People will be couch surfing next.)

Truckies are not stupid.
If you talk to them they will know their rights (As Im sure you do) and will politely tell you they dont have to do anything about it.
Then all that is happened is you have lost their respect.

Ain't that the truth and I'd wager the vehicles that are badly maintained are driven by people who maintain bad driving habits also. Often the two go hand in hand and part of the problem is that drivers of modern vehicles are 'removed' from their vehicles in the mechanical sense. They fear the machine's complexities and therefore cut themselves off from it, removing their 'feel' for the road and their surroundings. They feel invincible.

Hate to put a dampner on mr gibsons idea, but this stuff has already been tried many years ago now, and all it managed to do was piss a lot of people off, to the extent the gobberment got involved, and the cops had to pull their heads in. the only difference this time is video cameras.
Still, if they target double yellow lines, approach to bridges, slow drivers is a good one, and that sort of thing, and don’t target drivers a little over or under the limit, might do some good but I wont hold me breath.

Case in point, about 2 months ago some fella came off his buell on the coro loop, not a lot a damage to bike but the young bloke had to take a ambo ride.while the bike was being loaded onto a truck, cop pointed out how loose the head bearings were, looked like about 6 inches movement !.

Well this new tactic should make about 80% of people who post here happy!
Y `know...the ones who always reply with "slow down rossi", "take it to the race track", "Obey the speed limit", blah, blah, feckin blah.
Now lets just all put on our fluoro jackets, put on our flip top lids, put on our textiles, and get out there and for heavens sake people NEVER exceed the posted speed limit!
NEVER!!!!!!!!

Can you point me to one single member on this site who always replies with "obey the speed limit"?
Also, are you happy for every New Zealand road user to be allowed to travel at as fast a speed as they like to? (No, not just motorcyclists - everyone).

A car pulled out from the side of the road, and I soon caught up as it was traveling very slowly. It was also being driven very erratically and was all over the road, so I decided that I wanted to be where that car wasn't and when there was no likely cause for them to turn I accelerated and overtook, and as I rode past I looked in, expecting to see at the least a drunk.
No, a grey haired lady in her 60s eating a big arse ice cream.
She was driving dangerously, and maybe the new campaign would have picked her up and shown her the value of eating icecreams on the side of the road. A speed camera wouldn't have.

Now lets see..... my close calls over the last few years would be a good start to the sort of people they are likely to pick up on video...
* The farmer on a blind corner coming towards me on my side of the road with his baling forks at chest height juggling a thermo.
* The stupid shit with his family in the car overtaking three cyclists who just had to overtake them on a blind corner who I was so lucky to miss by millimetres who run my mate behind off the road.
* The V8 Holden on the Coro loop full of indigenous people overtaking three cars on a short straight leading into a blind corner which I just happened to come around and nearly have a head on. I did have some fun in the gravel for a few seconds.
* The farmer on a quad bike with his little girl on the front, his wee son on the back and three dogs on my side of the road coming straight at me over a blind rise on the road. Dodging dogs was fun.
* The petrol tanker on the Coro loop who decided a short straight leading to a blind bend was a good spot to overtake farmer brown in his old Toyota. I didn't need a refill so took the off road option.
* The twerp in a Subaru overtaking a line of cars into a corner who decided closing the gap with me at better than 140kmh was better than waiting another second or so for the next straight just around the corner.
* Dozens more close calls I could talk about BUT....
In the end I reckon they'll just settle for getting me as I move a little quicker than a 100 year old geezer on a mobility scooter. :(

I`m not into naming-and-shaming...the comment was obviously a generalization.
Oh, and judging by the picky response, I gather that you are one of the fine examples who religiously obey and never exceed the posted speed limit??
Good for you.

Uh, speeding wasn't covered in the "covert" shit. Practically the one thing that couldn't be actually, since there are rules forbidding covert use of speed cameras. If cops spend some time focused on things other than speeding, I'm all for it. The yellow line thing could be a bit dicey for bikes , but other than that the stuff they're talking about , no-one on a bike should be doing anyway.

I reported a cop for doing just this this morning on the Northern Motorway. 85/90km/h in the outside lane. Eighteen vehicles behind him, queuing.
And today got a phone call to discuss it.
This rule:
Road User Rule 2004 S 2.1
Does not apply to a policeman driving to work/performing his duty as a highway patrol officer. It's his duty to drive in the outside lane at his 98km/h and pull over anyone who undertakes him.
It sounds cliche, but have they really got nothing better to do?
