I'll bet you it's an urban legend ...

Most modern garbage trucks like this compact the garbage as it is loaded, and, as I understand it, a person is highly unlikely to survive that compaction process, let alone be able to use a cellphone to call for help ... that in itself says Urban Legend

It looks authentic because it has a name and quotes “police officers” but that’s not unusual in legends ...

And the photograph is of a truck unoading .. looks authentic but is probably not THE truck and THE load the guy supposedly hid in ..
