i was wondering about this the other day, as there are a few motogp prototypes lying about that were deemed not fast enough (given they can't test to be eligible for motogp makes that a little hard). But if CRT's come in surely there might be enough room to allow in a few more prototypes for development.

I assume the Norton will be a factory and not a CRT. It seems the CRT rule is a good one (according to Dennis Noyes on his Twitter account) as well. It WILL mean a full MotoGP grid at least and if not running towards the pointy end there should be a lot of mid pack battles worth watching.

Technically they could be either, so long as there willing to have their motors claimed for 20k a pop. Obviously that would be very tentative if they ever became competitive but it would be good to see proper prototypes able to be developed, even if they never became proven race winners.
Either way it will be interesting to see how the MSMA view new prototype machines.
