Its Biblical, Every One Deserves a Second Chance.
Three Strikes and Your Out, is inherently unfair, Does not cover the small stuff, and does not stop horrific crime before they happen.
The current punishments are quite sufficient as they are, and its well known that Prisons don't reform people.
The Second Chance law, for the first offense they get the current sentence whatever it is, and a second chance.
Second offense attracts twice the sentence, a third, three times whatever the sentence would have been for a first and so on.
This way I defy any piece of scum to rack up 85 or 150 trips before the bench, graduating from petty criminal to thug, murderer or worse.
Surely even the dimmest will eventually see where its all heading and that its their choice, if not then the truly criminal and stupid are self eliminating.
Prisons don't reform people, people reform themselves when they want to and so long as they don't want to be a responsible part of society, then society is better of without them.
And if they look like an unreasonable expense to keep incarcerated, then send the long lags somewhere cheaper and possibly a place that requires them to work for their living. Maybe giving them an honest sense of achievement for the first time in their lives, nothing bad about that.
For instance, I like the idea of each of them them having to break a rock and pass it all through a small sieve before getting breakfast, no broken rock, no breakfast.
