If so, what would be required and how much would it cost to do?

Of course it's possible.

Cost? Well it depends.

Do you have lights? Do you have indicators? Do you have mirrors? How about a speedo?

You'll need those at a minimum. And then there's the wiring loom, a new alternator to drive the electrics, relays, fuses...

and then there's the VINning of the bike - that's about $400.

You must really love that bike...

Basicly whats been said above, except you will need to get the brakes compliance tested before it can be vinned

Well to my understanding that is.
