Possibly an older model of a Gizmo ... Except the bike in the pix has wire spoked wheels, but the one in the vid has what look like small mags (look around 29 seconds - shot of muffler shows rear wheel details) .. the hand controls look very modern, but the guards etc look quite old .. the rear light is very very Honda ... similar to a 70s Honda stepthru' .. and I can't see the pedals in the pix .. but he uses them in the vid ..

I would have said CZ or Jawa maybe .. but you may be right.
