Maybe .. to me it's more like requiring Muslim women NOT to wear a burqua or other head covering. The law forces them violate their religious code ...

Simple really ...
For State made up stuff you are answerable in this life time .. (do what we say or go to jail) For Religious stuff people believe they are answerable to a higher authority FOR EVER ... (Do what I say or burn in hell for eternity ...)
Faced with the alternatives of jail (state punishment) or Hell (God's punishment) believers will take jail every time .... 'cause then they'll go to heaven ..
That makes religious stuff more important for believers ...
