What is the purpose of ownership papers and are they necessary when buying a used motorcycle?

As above, they went out in the early 90's IIRC. When you register a bike in your name you are provided with registration papers. These do not prove ownership. Generally speaking the registered party is the owner of a vehicle, but when purchasing make sure there is not a security interest on the PPSR. Providing it is free of hooks, ensure you get a receipt from the seller.
Unfortunately the system is flawed, just do everything you can to protect yourself by getting the best paper trail you can from the vendor. Note that when buying from a dealer the onus is on them, when buying privately it is a case of caveat emptor.
Carjam or Lemoncheck will provide security information and let you know if a vehicle is of interest to the police. In the case of an unregistered bike it should accept a VIN also.

When you buy a registered vehicle all you have to do is go online and transfer the registration. Either the buyer or the seller can do it. The only info you need is the vehicles registration number.

If however you are lucky enough to buy a black plate motorcycle it will usually have "ownership papers" with it. Mine did and yes I still have them to prove I'm only the third owner of the bike, including the original Ozzie bloke what bought her new over there in 81!
The lads are right nowadays though, no ownership papers required, silly thing to do stopping them but there ya go.

There's somewhere on line where you can check the changes of ownership - or probably changes in registration. Might cost a little, but it shows each registration change including dealers. I used it when I bought GLORIA on Trademe.
