Question about registration status

This is regarding a potential project bike on trade me.
After getting a carjam report for the plate a few things came up.


Firstly, can someone explain this line ?
"Reported stolen or wanted otherwise by the Police?: The requested plate is not assigned to a vehicle at present. Therefore, stolen vehicle check does not apply. Please check the current plate for the vehicle or use VIN number."

Does this translate to 'Rego is on hold'? Or does it need re-vin etc?
"The vehicle has been issued an exemption licence. The vehicle cannot be driven on the road with this licence."
and
"Registration status: Lapsed"
and
"Licence type: X (Exemption)"

So is there a need to transfer ownership online if I ended up buying it since the plate is dead? How would it work?

My understanding ... it would need a plate "in the system" to do that ...

you could give it a go... But I think it'd just reject you?
The system (since it's cancelled registration) should no-longer have a "registered owner" so no change shouldn't be necessary (theoretically speaking) you'll just become the registered owner when you re-register the vehicle. Which to do you will have to show you are the rightful owner I believe so might be worth keeping any transaction documentation round incl the current owners name, address etc

It really surprised me when tptb started to simply deregister vehicles when the licence was not paid for more than 12 months.

The moment they did that, they lost track of it. It could be bought and sold etc with no traceability.

I think they thought that they would simply be wrecked or vanish.

Instead they just fed the car cloning machine.

Lets say you have a de-registered car cos you forgot the rego.

You could get it re-vinned.

Cost you all the back reg, plus $500-600 for the re-vin assuming it passes first time, and it won't as they will always insist on seat belts and brake calipers.. Say $1500 - $1800 all up.

Cars only worth $3k. Someone offers you $800. You sell it, de registered so no paperwork.

That person buys a rust bucket on the side of the road, from a car impound man, or from someone who has crashed uninsured, but car still has live plates.

4 hours later they have swapped identities. The rust bucket is sold for scrap, or kept for spares, for the next clone, so the man has a nice $3k car for $800.

They flick it quick on TM for a $2k profit.

And the NZTA man never sees any of it.

No plates are dead

If you get it and plates are dead,make sure you have the sellers name and address so those details can be written into the "statory declaration form" you can get from VTNZ you need it too complete the revinning and it needs your "mark" to be witnessed which a local court house can do....

The registered owner at the time of rego lapsing gets sent the bill. RE-vinning does not imply you are the person who was registered at that time.

If it wasn't in your name when it lapsed, get all the communication with the seller in emails, get a statutory declaration from from your local compliance centre (I have a bias towards VTNZ) and find out if you need a brake declaration, which you can get the form for at the same time.

Get your paperwork done, and book a time for the inspection.

Inspection is $149, and rego is extra on top of that with new plates, and price depends on length (6/12 months only) and size.
Can cost you between $275 - $591 depends on size and wether its 6/12
