After reading the proposal and browsing through a few threads i wasnt able to find out what happens when a learner already owns a prohibited bike when the changes happen? are you instantly illegal? or will the law only apply to those who get their license after the changes?
Im really worried because im certain my rgv will be a prohibited bike.

You may have to apply for an exception, but you shouldnt have an issue as you can prove ownership as it will be in your name.

There will be a cool down period of sufficient length to allow you to progress to a 6F.

I don't see any mention of a cool down in the legislation change, or any mention of special treatment for those already on a 6L.

It simple says it shall be coming into effect. If anything, the cool down period is right now - we all know about it, and if you are on a 6L and don't, you should know about it.

Yes but have the law changes been finalized? publicly notified? i cant imagine they will start a cool down period until those things have happened.
I cant really remember what happened with the change of the age you can get your license but i dont remember hearing of kids who got their learner licenses just before the law change suddenly loosing them.

Considering I supplied a link to the actual piece of legislation involved - you can consider it 100% finalised. It has been publicly notified.
Consider yourself in your cool down period. You already know about it. You know it is happening. What more information could they possible provide.

That legislation applied to those at the time they apply for their licence. As a result, those who already had their licence were fine. Only new applications were affected.

Well the NZTA website fails to mention anything about this legislation, which happens to be where i got all of my info before i got my learners and brought a bike.
When i meant notified i was meaning had they updated the nzta website, put info into the new/changing laws section in the NZ Herald etc.
People in the motorbike community may have been aware of the changes but i sure didnt

Seems entirely clear and fair to me
What about people who are part way through the GDLS, and their 250cc motorcycle isn't a LAMS-compliant motorcycle?
The NZTA will have an exemption process available to assist novice riders who are caught out by the law change. This means if the person has a 250cc motorcycle, and the NZTA then prohibits that motorcycle, the NZTA can grant that person an exemption to continue riding that prohibited motorcycle while they progress through the GDLS to their full licence.
