I imagine you might have trouble taking it back when you have an off and it does nothing to protect your head. You never know, do they have wheelchair access?

Conventional wisdom says a helmet should be replaced after a bin, any sort of impact or after 5 years use. Plenty of us push the envelope a bit on those points, but...
One that has no known history and is 22 years old?

When buying a new helmet, how do you know it hasn't been dropped in the factory by a careless employee or in the shop it was bought from? A "new" helmet might not always be so new after all.

I would have thought a 20 year-old helmet is not acceptable for road use. Not on my head anyway. (with or without a visor)
As you say ... common sense really ... <_<
