Iran is on the decline since they cannot export due to economic sanctions and lack of replacement resources that cannot be smuggled across the borders.
On the other hand they have an excess of oil which is being burnt to produce electricity... which can be exported to their neigbours via cables.
Potentially their oil reserves will last longer.
