She should pay it back but to expect so is unrealistic. It might be a different scenario if she were a beneficiary in her 20's but I'm picking she's a bit older than that.

True - bad wording on my part. Though, 125,000 in a year would surely still be around in one form or another? Assets?
Also
If one owes money to a government agency, are you still eligible for a benefit from another? i.e. If I stole money from a workplace, I'd expect to lose my job and therefore income, though I'm guessing this doesn't happen here?
(And no, not trying to make a beneficiary bashing thread, just surprised at the apparent lack of consequences for this?)

You've lived a sheltered life, haven't you? I think you might be surprised just how many Kiwis leave this planet leaving nothing behind but debt, used K-Mart clothes and a shitty Jap-import with no rego or warrant.

Yerp. It pales in comparison however to the massive tab we have to cover for Peter Dunnes retirement though.

you loose your job due to theft, you would have a stand down period of twelve weeks (i think), one reason people are reluctant to quit jobs in general is the stand down period.
any government debts, i.e to Winz or Ird (not sure about IRD?) could be / will be withheld from future benefit payemtns i.e. weekly repayments of a couple of dollars.

I'm sorry - I can't find anywhere in the story where it says she will not be paying back the debt ...
I did find this in the last sentence
ACC are seeking reparation of more than $105,000, but it is understood Hemi - a beneficiary - has limited means of paying back the money
That just means she has bugger all money and probably kimited assets ... and if she pays it back at $20 a week she will die owing money ...
And if she is sentenced to home detention then she won't have any earning power ...
