Can you buy it, and if the plate is not in use get a personalised plate of the 4KOF and then even use the old black plate?

Almost.
They won't issue 4KOF as a personalised plate as it has already been issued as a standard plate - even though that plate has lapsed.
If it was still available though you could have 4K0F as a personalised plate and then choose to run the original silver on black plate. (Not strictly legal but I doubt you'd ever be likely to be caught out).

running false plates is a big fine. and you'd get done the instant a cop or a camera ran the old orginal plate thru the computer and found it expired
edit $1000 fine according to here (http://www.nzta.govt.nz/resources/factsheets/71/registration-plates.html)
shame to let a plate like that go!

Well that's very interesting.
It would appear from reading that page that the same silver on black plate might actually be able to be reissued/reactivated.
