That's a whole lot worse than the amount I lost with Akunar
I can try to find all the contact details I had for him if you want, but he is very good at going to ground when he owes you product
Two years after my loss, Akunar offered me some hush money to remove my post but before that could happen my thread was locked down by the mediators of Kiwi Biker
He wanted my post removed because of the bad press but in the process of him having a go at me, the link went from 10th to 2nd in a google search.
Karma is a cool thing
I didn't take his money & I have not dealt with him since

A bit disappointing really, we had a number of really good experiences with him. But last attempt (around the time of your issues): I just gave up and moved on to another very helpful chap.

My Experience with paypal is that they are completely fucking useless. I lost ~$800 buying parts from some dodgy fucker. Because it was being shipped by boat I gave them a bit of grace for slow shipping etc. When I finally gave up and couldn't contact the seller after numerous attempts I contacted paypal, who's response was "Sorry we only accept claims within X weeks of purchase date."
X was something like 4-6 weeks. The series of completely ridiculous responses I got from paypal was almost more infuriating than getting no response from the seller.

Ouch indeed. But for a guy that has only had a placeholder website for 12 months? With a Gmail address listed as his primary contact, I can only assume business is not exactly "pumping"
