Restoring a race bike?

so after looking for a road bike in the 150cc range i haven't found any i like. however their are plenty of bucket races on the market that i do like, only problem is they don't have plates, lights and nearly everything else is missing too.

so i was wondering how much it will cost to get one back on the road.

my main concern is the numberplate, none of the owners seem to have the old gear including the plates and ownership documents. so how would you go about getting new plates and re-registering it with out knowing the licence plate number?

also wondering if their are any extra fees apart from rego and warrant.
