anyone know if these would be legal in newzealand?

Since they use actual projectors (rather than just a bulb+ballast), more than likely. It's all about beam pattern, and a 'bulb and ballast' (i.e. cheap) HID kit in a reflector housing has the beam pattern every which way.
You will need to make sure the cutoff shields are cut for RHD.
If in doubt, getting a BKMoto or similar kit, and fitting it to your existing housing, may be a safer bet.

If you can get the low beam 'cut-off-line' changed to Left Side Traffic it should be fine.
Some people might tell you it has to be E marked, but that just means it has been tested and complies with the standards; you can use a non E marked one so long as it complies with our standards.

I would think as it was designed and built to "Dip" to the right ... for use in the US of A (or at least countries that drive on the right) .. I doubt if it could be changed.
So to answer the original question as the item stands .. No.

I've had hid stuff changed before, its probably just a matter of swapping out the beam shutters, or even just flipping it over. Either way, it's not a showstopper without first asking the supplier.

Sometimes you can flip the shields, sometimes you can make a new one with metal and tinsnips. Sometimes the whole projector bowl is different (usually more the case with OEMs)
