Cut the broom handle down to a length that will go inside the fork leg and the fork cap can be screwed down on to it so there is pressure applied to the damper rod to stop it turning.

never fails

Unless a hamfisted PO has rounded the socket head screw....After which, yes, drill the head off it. replacement screws are cheap.

Do this with some serious pressure on the damper. Then drill the heads off the screws. I'd bet they're pretty well seized in the dampers and you're just turning the lot...Easy to get them out when the dampers are on the bench.

I find just the spring grabs them pretty well if you compress it, failing that rattlegun.

Undoo them BEFORE you loosen or remove anything else.

I made a tool from two bolts connected together, see pic (no welder at the time so had to resort to alt ways of locking threads). The internal damper fits a 19mm bolt head (the long bolt). Insert this into fork damper to lock it while unscrewing the cap screw. Works fine, but will probably add a T handle. Whole lot cost about $20 from a bolt shop.

I guess you could use threaded rod with a nut and a couple of tack welds. Or just weld the top of a 19mm bolt onto a bar.
