Its a incomplete frame, it looks like he tried to paste in a video but the code is incomplete.
You should be able to fix it yourself seeing you are a mod, by editing the video or picture out of his post.
You could also issue him a lifetime ban.

Depending how badly the code is screwed, mods can't access it to fix it. It needs an admin to get under the bonnet with a large hammer.
