Most of the off road access in the UK has gone. Old drovers trails and hill roads are closed. Partially from ramblers lobbying and louts, as stated in the article. The gummint used foot and mouth to close access once and for all, neatly getting rid of all the problems.
Entitled fucktards are why we can't have nice things.

So who is locking the gate? Seems that isn't legal if it's a paper road.

It's not a "Paper" road. It's an actual road. It's at best a dry weather road (read goat track) that "Gets a bit slippery" when its rained. The upper areas are above 3000 feet.
It's locked over the winter period on the grounds of safety by DCC. It is VERY prone to "Inclement" weather ... even in summer. Snow in January is not unheard of. The local search and rescue groups have been called out to the area MANY times. It is a popular route for some off-roaders to the Brass-Monkey.
Notifications of the road closure are made in all the usual places as required by law.

Which reminds me of a trail ride once where Dusty of Leda Leathers disappeared off the back of a group trail ride. I went back to look for him to find him with a puncture. I said you got a kit or a tube ?
He said no but I got a beer !!!!!!!! (it was strapped to the seat or his XL250).
The rest of the group arrived to see us laughing and havin a beer and a fag. lol :laugh::rolleyes:
