We have a need for someone to write articles that motorcyclists would find interesting.
We want to engage someone to do it on our behalf. Articles, FB posts, that sort of thing.
It's like, a technical writer for motorcyclists.
We already have someone doing an awesome job for us, but the rules say that we have to open the opportunity to others.
Who do you think would be a great source of that skill for us?
And please don't suggest Skoober.

Just fill your media with photos of tits and wheels.
It will appeal much more to your target audience....

If one is talking about a Govt agency and is referring the 'Govt Procurement Rules' then you should really talk to your friendly procurement team about options such as; an expression of interest or even a request for information to ascertain who or how many people may be available or even interested. If that was to show that this is a "specialised market or very limited market" then you can direct source the same person.... ;)
