Will a 30mm exhaust pipe flow 50hp?

A 30mm header - unlikely.
A 30mm exit on a pipe of sufficient volume - possibly.
If the pipe has enough volume that the exit sees very little pressure variation - effectively has a constant flow - then yes it will allow 50hp.
But more info would be nice.

No, that's enough info. I've correctly assumed in my mind at least it is connected to a factory 125GP bike, and as a stinger diameter 30mm will be a little big for 50hp. Try going down a mm at a time and you should get there.

We all have our pre-conceptions Dave. I admire the "glass half full" version.
Actually it's closer if you take it as a full house CR500....

Yeah, I'm not sure I'd like to ride one of those. I saw an AF replica at a trail ride, like in the CR250 ally chassis. Looked cool, but was almost sneering like a sulky Roti. Add a hot engine, and ring the hospital in advance.

It is the DB killer on a 650 single.
