Helmets compulsory for all the Cook Islands?

I am thinking of flying to the Cook Islands for a holiday once the borders open up again. :facepalm:
We are planning to visit the outer islands. I know that helmets are compulsory on scooters in Rarotonga, but I am a bit confused if they are also compulsory on the outer islands. A lot of the media coverage says it is compulsory in the Cook Islands for everyone to wear a helmet, but after contacting some rental places in the outer islands they said they do not have helmets. How can this be? And then I found the post below that suggests that helmets are only compulsory in Rarotonga...

Locals on Rarotonga main Island don't have to wear helmets. Everyone else does!

these days if 90% of people wear a helmet the other 10% are ok not too, at least that's the message that seems to be said every five minutes or something,.

Every time I'm up in the Islands, my drinking mate gives the same advice "If you get injured, don't go to the hospital - go to the nearest vet. They have better training and care more for their patients".
Thankfully I haven't needed to put this advice to use so far.

Even though it eventually turned out that my skull was fractured in three places the Raro hospital could not be arsed switching the x-ray machine on for me early on a Saturday evening - king hit by a local wanker, not scooter related. Spent the rest of the night sitting out the back of the Police station talking to some of the cops who had been trained in NZ looking at all the bent, smashed and totaled scooters they had lying around, each with a story of someone whose life was ruined or came to an end after hitting a car or a tree.

If helmets are compulsory then they would supply them so it is hardly worth worrying about. The bigger concern would be spending money in a shit hole where your money is all they are interested in. As Swoops mate said, try seeking help when you need it.

And the beaches are shit.
