Looked pretty genuine - unless the guys who filmed it did a lot of thinking beforehand about how they would "happen to catch this" (not usual for most of the set-ups, they just expect the viewer to accept that someone "just happened" to be filming at the right time) and they'd have to be pretty good actors, too.
They are obviously filming each other dicking around on the skateboard and hear the screech of brakes so the camera operator (hows that for nicely "PC"?), figuring that there might be a drama unfolding with that much braking involved (hey, we are talking about a country where people shoot each other over parking spaces, so having to literally screech to a halt is probably enough to warrant the use of a bazooka) so they see this guy waiting for some vague-looking old biddy and keep filming in case it gets interesting - which it did.
The chuckling and laughter from the guys behind the camera sounded too realistic to be staged - a natural "developing chuckle" as opposed to a forced-sounding laugh.

I'm with buggy.
1) Not enough force to cause the air bag to inflate. You need quite an impact to get them to go off.
2) Air bags blow up and then deflate very quickly. This one doesn't deflate.

If it is a setup, then they put a lot of thought into it - like "why would we be filming a pedestrian crossing anyway?" Most the setups I've seen seem to be horribly contrived in that they're filming two minutes of crap for no apparent reason before the "pay-off". At least these guys had a reason to be there with the camera before they heard the brakes.

Actually, a word that I heard about the first series Ford Mondeo's, the airbag sensor is in the front left corner of the car. With a hard enough kick (like, stick your size 15s behind it), the airbag pops off, and all the doors automatically open. Ford later fixed this issue.
You think a granny and her shopping bag can pop an airbag? Imagine all the cars parked by chicks in the multi story! There'd be even more air around!

just means they spent more than 5 minutes throwing it together.. Some of the best 'set-ups' have been ages in the making and when you see it, it's an 'oops' tape that someone happened to just be in the right place at the right time.. This is more set up than Bill Gates' kids..
