If I give the throttle more play, does that mean if i hold the throttle all the way down I'll give the bike more RPMS in one go? lol sorry if it sounds stupid, just asking :)

It means you will have to move the throttle more to get any revs to pick up. The free play is the amount of movement in the throttle grip until it picks up revs.

I have only 3mm in mine

You need a bit of free play in the cable to ensure the idle speed is controlled by the adjusting screw of the carb, not by the carb slide/butterfly being hanging off the cable. If the idle speed varies as you move the bars from lock to lock, the cable's too tight.
