I have a 2000 sv 650 and just bought a 2003 gsxr front end minus front wheel. is there any chance I can mount the gsxr rotors on the sv wheel and use it?

no harm in trying... but i would say you need to buy the wheel as well...

The closest I've seen done was to fit the entire SV front wheel and pack the disks out with washers so they are the same width as the GSXR ones. The SV disks are a bit smaller as well so not sure what was done about the pads.
Incidently this bikes plate was SVR and it was a very trick looking bike with Yoshi cams etc. Was at the Gladstone Hillclimb and you could find the guys name there in the previous years results.
Frosty can advise you as well as he has the same transplant and he's using a GSXR front wheel.
