One thing they do right::

TO THOSE OF YOU NOT FAMILIAR WITH JOE ARPAIO, HE IS THE MARICOPA ARIZONA COUNTY SHERIFF AND HE KEEPS GETTING ELECTED OVER AND OVER.

THESE ARE SOME OF THE REASONS WHY:

Sheriff Joe Arpaio (in Arizona) who created the "tent city jail":

He has jail meals down to 40 cents a serving and charges the inmates for them.

He stopped smoking and porno magazines in the jails, took away their weights, cut off all but "G" movies.

He started chain gangs so the inmates could do free work on county and city projects.

Then he started chain gangs for women so he wouldn't get sued for discrimination.

He took away cable TV until he found out there was a federal court order that required cable TV for jails. So he hooked up the cable TV again, only let in the Disney channel and the weather channel.

When asked why the weather channel he replied," So they will know how hot it's gonna be while they are working on my chain gangs."

He cut off coffee since it has zero nutritional value.

When the inmates complained, he told them, "This isn't the Ritz/Carlton. If you don't like it, don't come back."

He bought Newt Gingrich' lecture series on videotape that he pipes into the jails.

More on the Arizona Sheriff:

With temperatures being even hotter than usual in Phoenix (116 degrees just set a new record), the Associated Press reports: About 2,000 inmates living in a barbed-wire-surrounded tent encampment at the Maricopa County Jail have been given permission to strip down to their government-issued pink boxer shorts.

On Wednesday, hundreds of men wearing boxers were either curled up on their bunk beds or chatted in the tents, which reached 138 degrees inside the week before.

Many were also swathed in wet, pink towels as sweat collected on their chests and dripped down to their pink socks.

"It feels like we are in a furnace," said James Zanzot, an inmate who has lived in the tents for 1 year. "It's inhumane."

Joe Arpaio, the tough-guy sheriff who created the tent city and long ago started making his prisoners wear pink, and eat bologna sandwiches, is not one bit sympathetic. He said Wednesday that he told all of the inmates:"It's 120 degrees in Iraq and our soldiers are living in tents too, and they have to wear full battle gear, but they didn't commit any crimes, so shut your damned mouths!"

Works for me. Not sure about the pink boxers. But yeah. Nothing wrong with chain gangs. Lots of rocks to be broken around Milton.

When asked why the weather channel he replied, so they will know how hot
it's gonna be while they are working on my chain gangs.

In 1994 he banned coffee from the Maricopa County Jail, but he did so not
because of its lack of nutritional value, but to protect inmates and guards
from hot-coffee assaults by other inmates and to lower costs. (By
eliminating the estimated 5,000 cups of coffee served daily for 5,400
inmates, it was expected the county would save $94,158 a year.)

When the inmates complained, he told them, "This isn't the Ritz/Carlton.
If you don't like it, don't come back."

He bought Newt Gingrich' lecture series on videotape that he pipes into
the jails.

When asked by a reporter if he had any lecture series by a
Democrat, he replied that a democratic lecture series might explain why a
lot of the inmates were in his jails in the first place.

Way to go, Sheriff! Maybe if all prisons were like this one there would
be a lot less crime and/or repeat offenders. Criminals should be punished
for their crimes - not live in luxury until it's time for their parole, only
to go out and commit another crime so they can get back in to live on
taxpayers money and enjoy things taxpayers can't afford to have for themselves.

If you agree, pass this on. If not, just delete it.

Sheriff Joe was just re-elected Sheriff in Maricopa County, Arizona, again.

Castrate all sex offenders.
Give those serving life sentances the option to be executed instead.
Take away every privelage associated with being part of society (voting, buying lotto tickets, watching TV etc). Apart from studying.
Make them all earn a living so that they earn the right to eat.

That's the whole point - if you do the crime then don't expect prison to be like a holiday home. While I'm not condoning maltreatment of prisoners, why should their lives be easy? What does that word mean?
From Wikipedia:
Recidivism is the act of a person repeating an undesirable behavior after they have either experienced negative consequences of that behavior, or have been treated or trained to extinguish that behavior. The term is most frequently used in conjunction with substance abuse and criminal behavior. For example, scientific literature may refer to the recidivism of sexual offenders, meaning the frequency with which they are detected or apprehended committing additional sexual crimes after being released from prison for similar crimes. (If to be counted as recidivism the reoffending requires voluntary disclosure or arrest and conviction, the real recidivism rate may differ substantially from reported rates.) As another example, alcoholic recidivism might refer to the proportion of people who, after successful treatment by Alcoholics Anonymous, report having, or are determined to have, returned to the abuse of alcohol.

As reported on BBC Radio 4 on 2 September 2005, the recidivism rates for released prisoners in the United States of America is 60% compared with 50% in the United Kingdom. The report attributed the lower recidivism rate in the UK to a focus on rehabilitation and education of prisoners compared with the US focus on punishment, deterrence and keeping potentially dangerous individuals away from society.

Some observers now view the treatment of recidivism, especially for criminal offenders who are at risk of re-incarceration, as being a mental health issue rather than a "crime" issue for which choice theory based programs may be highly effective. See the Better-Choices link below.

Michael Maltz wrote an extensive monograph (2 MB) on the subject of recidivism in the US in 1994.

I dont think we could get away with putting them on White Island with our current laws, not that it isnt a very good idea.

USA JAIL - SOME INTERESTING READING
TO THOSE OF YOU NOT FAMILIAR WITH JOE ARPAIO, HE IS THE MARICOPA COUNTY SHERIFF (ARIZONA) AND HE KEEPS GETTING ELECTED OVER AND OVER AGAIN.

These are some of the reasons why:

Sheriff Joe Arpaio created the 'tent city jail' to save Arizona from spending tens of millions of dollars on another expensive prison complex.

He has jail meals down to 20 cents a serving and charges the inmates for them.

He banned smoking and pornographic magazines in the jails, and took away their weightlifting equipment and cut off all but 'G' movies. He says:
'They're in jail to pay a debt to society not to build muscles so they can assault innocent people when they leave.'

He started chain gangs to use the inmates to do free work on county and city projects and save taxpayer's money.

Then he started chain gangs for women so he wouldn't get sued for discrimination.

He took away cable TV until he found out there was a federal court order that required cable TV for jails. So he hooked up the cable TV again but only allows the Disney channel and the weather channel.

When asked why the weather channel, he replied: 'So these morons will know how hot it's gonna be while they are working on my chain gangs.'
He cut off coffee because it has zero nutritional value and is therefore a waste of taxpayer money. When the inmates complained, he told them, 'This isn't the Ritz/Carlton. If you don't like it, don't come back.'
He also bought the Newt Gingrich lecture series on US history that he pipes into the jails. When asked by a reporter if he had any lecture series by a Democrat, he replied that a democratic lecture series that actually tells the truth for a change would be welcome and that it might even explain why 95% of the inmates were in his jails in the first place.

With temperatures being even hotter than usual in Phoenix (116 degrees just set a new record for June 2nd 2007), the Associated Press reported: About 2,000 inmates living in a barbed wire surrounded tent encampment at the Maricopa County Jail have been given permission to strip down to their government-issued pink boxer shorts.

On the Wednesday, hundreds of men wearing pink boxer shorts were overheard chatting in the tents, where temperatures reached 128 degrees.
'This is hell. It feels like we live in a furnace,' said Ernesto Gonzales, an inmate for 2 years with 10 more to go. 'It's inhumane.'
Joe Arpaio, who makes his prisoners wear pink, and eat bologna sandwiches, is not one bit sympathetic. 'Criminals should be punished for their crimes - not live in luxury until it's time for parole, only to go out and commit more crimes so they can come back in to live on taxpayers money and enjoy things many taxpayers can't afford to have for themselves.'

The same day he told all the inmates who were complaining of the heat in the tents: 'It's between 120 to 130 degrees in Iraq and our soldiers are living in tents too, and they have to walk all day in the sun, wearing full battle gear and get shot at, and they have not committed any crimes, so shut your damned mouths!'

Way to go, Sheriff! If all prisons were like yours there would be a lot less crime and we would not be in the current position of running out of prison spaces.

He has a website (http://www.mcso.org/index.php?a=Home)...

In 1992 Arpaio successfully campaigned to become the Sheriff of Maricopa County. Since then he has been reelected to an unprecedented four 4-year terms. During his tenure as Sheriff of Maricopa County, Arpaio has consistently earned extraordinarily high public approval ratings.

With over four decades experience in law enforcement, Arpaio knows what the public wants, “The public is my boss,” he says, “so I serve the public.” He has served them well by establishing several unique programs.

Arpaio has over 10,000 inmates in his jail system. In August, 1993, he started the nation’s largest Tent City for convicted inmates. Two thousand convicted men and women serve their sentences in a canvas incarceration compound. It is a remarkable success story that has attracted the attention of government officials, presidential candidates, and media worldwide.

Of equal success and notoriety are his chain gangs, which contribute thousands of dollars of free labor to the community. The male chain gang, and the world’s first-ever female and juvenile chain gangs, clean streets, paint over graffiti, and bury the indigent in the county cemetery.

Also impressive are the Sheriff’s get tough policies. For example, he banned smoking, coffee, movies, pornographic magazines, and unrestricted TV in all jails. He has the cheapest meals in the U.S. too. The average meal costs about 15 cents, and inmates are fed only twice daily, to cut the labor costs of meal delivery. He even stopped serving them salt and pepper to save tax payers $20,000 a year.

Another program Arpaio is very wellknown for is the pink under shorts he makes all inmates wear. Years ago, when the Sheriff learned that inmates were stealing jailhouse white boxers, Arpaio had all inmate underwear dyed pink for better inventory control. The same is true for the Sheriff’s handcuffs. When they started disappearing, he ordered pink handcuffs as a replacement. And later, when the Sheriff learned the calming, psychological effects of the color pink—sheets, towels, socks— everything inmates wear, except for the old-fashioned black and white striped uniform, were dyed pink.

Arpaio has started another controversial program, the website WWW.MCSO.org, so that all those arrested (about 300 per day) are recorded on the Sheriff’s website as they are booked and processed into jail. Just under a million hits daily come into the website, making it one of the most visible law enforcement sites on the World Wide Web.

In addition to these tough measures, the Sheriff has launched rehabilitative programs like “Hard Knocks High,” the only accredited high school under a Sheriff in an American jail, and ALPHA, an anti-substance-abuse program that has greatly reduced recidivism.

As chief law enforcement officer for the county, Arpaio continues to reduce crime with hard-hitting enforcement methods. His deputies and detectives have solved several high-profile murder cases, including nine child murders. The posse, whose ranks have increased to 3,000 members under Arpaio, is the nation’s largest volunteer posse. Posse men and women help in search and rescue and other traditional police work as well as in special operations like rounding up deadbeat parents, fighting prostitution, patrolling malls during holidays, and investigating animal cruelty complaints. The posse’s contributions are invaluable and essentially free to taxpayers.

No wonder Sheriff Arpaio has been profiled in over 2,000 U.S. and foreign newspapers, magazines, and TV news programs. His leadership and the excellent work of his staff have catapulted the Maricopa County Sheriff’s Office into the ranks of elite law enforcement agencies.

On a personal note, Sheriff Arpaio and his wife Ava have been married for over 48 years and have two children, both residing in the Phoenix area. The Arpaios have four grandchildren.

Arpaio looks forward to many more years as Sheriff of Maricopa County.

Y'reckon he'd consider a couple years holiday here in NZ to sort out our softcock PC system of jails and government? He sounds like he'd probably have it sorted in about 6 months!!!

Unfortunately it would take a heck of a lot longer than that to get the brainwashing removed. The Looney labourite sect has done some serious damage.

So we tell him to bring LOTS of tents and a few projectors so we can show people the amazing retro world of "thinking for yourself" and "taking responsibility for my own screwups-aka yes it IS your fault you did that" along with :no, some clown in wellington does not, in fact know whats best for you"

R.E.S.P.E.C.T!

"If you don't like it, don't come back!" - says it all really doesn't it?

100% right, which is why our inmates GO back; they like it in there. Three meals, Sky, warm and cozy, no bills, no responsibility, the list of warm fuzzies goes on.

You'd have ter-rubble in NZ if you tried to implement any of his ideas/ideals here though as the man is too realistic, up front and RIGHT!

I saw the doco too and thought at the time we need a few of him here, fat chance.

sure would have saved the millions over budget on the last prison that was being built with the under floor heating etc.....I can't remember where that was (somewhere in N.Z) but it cost millions over the budget of millions to build it!!!!

Before you start singing the praises of this guy, at least take the time to read about the stuff he got wrong.

http://en.wikipedia.org/wiki/Joe_Arpaio#Controversy_and_criticism

Some feel that Sheriff Arpaio's actions are based less on a desire to serve the public and to lower crime, but more on demagoguery and grandstanding that hurt the public welfare. Amnesty International issued a report critical of the treatment of inmates in Maricopa County facilities. Criticism has resulted due to lawsuits filed against the sheriff’s office by family members of inmates who died in jail custody and in high-speed pursuits involving deputies. The lawsuits have cost Maricopa County more than $43 million in settlement claims during Arpaio's tenure.

From 2004 through November 2007, Arpaio was the target of 2,150 lawsuits in U.S. District Court and hundreds more in Maricopa County courts; 50 times as many lawsuits as the New York, Los Angeles, Chicago, and Houston jail systems combined.

Arpaio is currently subject to a class-action lawsuit, Hart v. Arpaio, brought by Phoenix attorney Debra Hill and the American Civil Liberties Union on behalf of jail inmates. The case addresses pretrial detainees, who are legally innocent until proven guilty. The lawsuit claims that Arpaio is violating the constitutional rights of those detainees. Health and corrections experts are currently examining conditions in Arpaio's jails, in connection with the suit, which is scheduled to go to trial in August, 2008.

By mid-year 2007, more than $50 million in claims had been filed against the sheriffs office and Maricopa County.

Furthermore, in a 1998 Arpaio commissioned study, Arizona State University Criminal Justice professor Marie L. Griffin found that Arpaio's policies did nothing to reduce recidivism in the Maricopa County facilities compared to his predecessor: "there was no significant difference in recidivism observed between those offenders released in 1989-1990 and those released in 1994-1995."

Yeah ... because breaking the neck of a paraplegic in a wheelchair is an effective way to fight crime.

I was just going to ask has it actually reduced crime?? Cause if all he is trying to do is punish the inmates and it is having no effect then he is no better than them. If however crime has dramatically decreased since he was elected then roll it all out!!

Well, if the crime rate hasn't gone up and they are saving money on jail costs then it is certainly an improvement!

Yep true, the funny thing is that the wikipedia article doesn't seem to say if either crime has been reduced or it has cost less. The $50 million in law suits has probably nullified the savings made on meals etc.

Can we just kidnap him? Or beg to come over here and sort things out...
I was outraged yesterday to read that a criminal was let go because the judge has decided that conviction "would hurt his future (http://www.nzherald.co.nz/section/story.cfm?c_id=5&objectid=10521614)".

Well, the whole "sue your neighbour before he sues you" thing going on in the US is crazy in it's own right.

I'm not saying that the man is a saint - there's no excuse not to treat not-yet-convicted suspects properly and if you do so, hopefully someone will call you out on it.

That said, I'm sure most people would agree that the "if you don't like it, don't come back" mentality should be at the very heart of any prison system.

Don't split hairs, you know damn well that's not what I mean, I have read them and don't agree that it's as cut and dry as it makes out, apparently the CIA and George Bush planned september 11 too........don't believe everything you read......I don't agree with some of the things he does but shit it sounds like a freakin good deterrent to me - and inhumane conditions for those animals in prison - sounds like a good idea.

Ime on the Neighborhood prison committee,The prison dept purchased another 100 acres so the inmates on lesser charges ie drunk driving smokin a joint etc.could run the market gardens learn to run a piggery etc.etc.The whole shebang was stopped dead in its tracks, and the ground leased out .YA know why? Because the bloody goody goody two shoe two% percenters who seem to run this country,;it violated their human rights to work, even tho they were paid for gods sake. All the good work that is done for the country by those that care is turned into shite by these whingers ,and guess what count the number of welfare babies that the majority of the 2% carry on all these marches with their dumb arse attitudes.Geeez if Joe came here theyd have him in pink.

I've read the complaints, He's still one of my favourite people. What _really_ needs to happen is to put people like him in charge of our prisons, and at the same time make legislative changes so that prisoners have only very limited "human rights".
