does anyone have the special tool or any tips on how to get the bottom bolt out of the forks on a XR200R 84 (RFVC one)?

you mean the cap scew in the bottom of the leg so you can disassemble the forks?

Shove a broom handle (suitably modifed to fit) down inside the fork leg to hold the damper rod while you undo the bolt

Or an impact gun,it'll wizz them off before they have the chance to spoil your plans.
