but taking into account the population increase how many drink drivers have actually been removed from the roads?

Local bodies are going to set speed limits in their areas. The provisions in the Land Transport Act 1998 allows them to this and considering the poor voting turn out in local body elections they will be able to do wht they like. So the Government say not my fault.

Considering the state of play between the two main parties Labour is not going to upset the 'up and coming' new voters by raising the driver age. That's one that they have no lost control over.

Drink levels will come down. That's a positive.

Communmity support for lowing speed levels will be trumpeted as 'we have consulted the community and this is what they want.'

Expect heavier penalties to compensate for loss of revinue as the Government's road safety targets are achieved or close to it.

And further erosian of police confidence will be the result.
