Damm Kwaka ZXR250 camchains

Pulled my engine out and pulled it apart today, mostly because I need to replace the camchain, the bike has 25,000K on the clock, and heres what I found

that must have been a pretty poor chain to last such a short time, especialy considering I've always run the bike on 100% Synthetic motorcycle oil..

Wouldn't that (the wear marks on the rocker cover) indicate there's something wrong with the camchain tensioner rather than (or maybe as well as?) the camchain?
25,000km sounds far too few to need a camchain replacement.
