Is the rider in the pic Bart Markel or Cal Rayborn?

The fitting looks like a ball joint that attaches to a handlebar. Attachement for a one handed flat track rider?

That's real purty work whatever it is. Possibly a cup holder mounting platform for those times when a speedway rider just has to have his cappacino?

Whatever it is, that looks old school, not like it was done Pro/E and CNC mill style. The maker obviously knows his tools. Respect.

It was made by Mert Lawwill for another racer Chris Draayer who lost his arm in a crash,now made commercialy.I find it pretty special that a racer would make such a thing for another racer so he can carry on doing what he wanted to do.

And I have to show these photos I got of Lawwil's site,next to speedway side cars flattrack is the most gladitorial sport there is....check out the size of the bikes he throws around like a 125cc.These are TT bikes,750cc and they do left and right turns and a jump....you can tell by the front brake,flattrackers had no front brake.The safety Nazi's will like the open face and no gloves,but they made them of tougher stuff back then.
